Product description
The submitted spread blanket samples are referred to as Insulite, Dual Cover and a generic (non-bonded) spread blanket. The Insulite and Dual Cover items are made from either 100 percent cotton or 86 percent cotton and 14 percent polyester woven pile fabrics. They are hemmed at the ends and selvage along the sides. The face and back have a loop pile and non-pile surface creating a decorative textured effect. The generic spread blanket is made from 55 percent cotton and 45 percent polyester fabric. The twill fabric is woven in a square pattern to create a patchwork effect on the surface. This item is hemmed on all four sides. None of the samples contain any lace, embroidery, trimming or piping. These spread blankets are used in healthcare institutions such as hospitals and long term care facilities. They are available in various colors and sizes. The spread blankets combine the functions of a blanket and a bed spread providing both warmth and decoration. As neither function predominates, they will be classified in the heading that occurs last.
CBP rationale
The applicable subheading for the spread blanket will be 6304.19.1000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other furnishing articles, excluding those of heading 9404: bedspreads: other: of cotton: other.
