The submitted sample is identified as a Plastic Table Skirt, sku# 1PSS4631. This item is made of polyethylene (PE) plastic material and measures 14 feet by 29 inches. However, we do not agree that this item is correctly classified in the subheading that you have suggested. Although you claim that this item is transparent, we do not find this to be the case. In addition, we find that this item is durable enough to be reusable and is therefore considered to be a household furnishing. The rate of duty will be 3.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
