Product description
You submitted the following samples of textile costume sets: The Flower Princess Costume Set consists of a tiara, overskirt and dress constructed of knit polyester fabric. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods “shall be classified as if they consisted of the material or component which gives them their essential character.” In this case, the pink polyester dress imparts the essential character of the set. The dress features a pink iridescent ruffle around the neck, a loose, visible overlock stitched neck and seams, a hook and loop tab closure and loose, visible overlock stitched and/or visible raw edges. The dress features gold colored strips of fabric at the neck and bottom hem, which serve as fringe for the garment. The neck of the garment is well made, but the item has loose visible overlock stitched seams, a hook and loop tab closure, and loose visible overlock stitched and/or visible raw edges.
