The Valet Laser is used as a guidance system for parking an automobile in the garage. It uses a beam of light from the unit which is attached to the windshield of the car. The reflective target, which is attached to the garage wall, reflects the light back to the driver. As the driver moves forward, the beam goes down the reflective strip until it reaches the stopping point. As the driver backs out of the garage, the beam of light goes back up the strip providing a straight line path out of the garage safely past the door opening. The Valet Laser must be installed prior to use. First the distance between the car and the garage wall is measured. After determining the ideal parking place, the driver marks the garage wall to show where the target strip should be installed. The driver installs the laser near the rear-view mirror, just below the tinted area of the windshield and the target strip on the garage wall. You proposed classification under 8512, Harmonized Tariff Schedule of the United States (HTSUS) for the Valet Laser. The National Import Specialist responsible for heading 8512, HTSUS, reviewed your ruling request and states that the Valet Laser is not classifiable in heading 8512, HTSUS, because the Valet Laser is not a signaling apparatus of heading 8512.
