Dear Mr. Crago: In your letter dated November 20, 2008 you requested a tariff classification ruling. A photo and literature were submitted with your request. The device is commercially known as a presentation binding machine, model A016IA00006. This desktop machine is manually operated and not electronic. It is designed to punch up to 15 sheets of paper at a time with desired holes at the binding edge. It can also serve to place a binding comb through up to 450 sheets of paper to be used as a presentation according to your information.
