The item in question is identified as a Halloween Flag Decoration (Item Number A079FA02403). The item is constructed of 100% polyester textile fabric and measures approximately 28”W x 40”H. Your product literature indicates that it is available in three designs: bats, ghosts, and a witch. In a telephone conversation on August 25, you stated that the item is printed on both sides. A flag pole (not included) slips through a folded-over, sewn-down tunnel at the top of the flag. The applicable subheading for the Halloween Flag Decoration will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other.
