Dear Ms. Ford: In your letter dated August 12, 2008, you requested a classification ruling. The sample which you submitted is being returned as requested. Items 506421 and 421, Dream Dazzlers Skirts, are made of knit nylon fabric. Item 506421 is a multi-layered skirt with a dropped waist, tunneled elastic waistband and ruffles. Item 421 is also a multi-layered skirt with strips of netting and a strip of spangles with textile rosettes on the waistband. The skirts are well made with a finished waistband, multi-layers and sewn-on embellishments. The applicable subheading for Items 506421 and 421 will be 6104.53.2020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for " Women’s or girls’…dresses, skirts, divided skirts…knitted or crocheted: Skirts and divided skirts: Of synthetic fibers: Other, Girls’." The duty rate will be 16 percent ad valorem. The textile category designation is 642. Duty rates are provided for your convenience and are subject to change.
