Lake Avenue Glenview, IL 60026 RE: The tariff classification of drill bits from China. Dear Mr. Ruane: In your letter dated June 24, 2008, on behalf of ITW Brands, you requested a tariff classification ruling. Part numbers 2312, 2412, 2512, 6312, 6412 and 6512 are referred to as “tapcon drill bits”. You state that the drill bits are used for drilling into concrete (masonry). The documentation you provided with your submission states that the cutting part of each tapcon drill bit by weight is over 0.2 percent tungsten. The applicable subheading for the tapcon drill bits will be 8207.50.2030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Interchangeable tools for handtools, whether or not power-operated, or for machine-tools (for example, for pressing, stamping, punching, tapping, threading, drilling, boring, broaching, milling, turning or screwdriving), including dies for drawing or extruding metal, and rock drilling or earth boring tools; base metal parts thereof: Tools for drilling, other than for rock drilling, and parts thereof: With cutting part containing by weight over 0.2 percent of chromium, molybdenum, or tungsten or over 0.1 percent of vanadium…Masonry drills.
