As requested, your sample is being returned to you. The submitted sample is a dog cuff constructed of neoprene-covered stretch elastic, approximately 7 ½ inches long and 1 ½ inches wide. A 2 inch X 1 ½ inch wide strip of hook and loop fastener sewn onto the outer end of the cuff is designed to fasten to a 3 inch X 1 ½ inch strip of hook and loop fastener sewn to the underside. A half-inch wide strip of reflective coating runs along the length of the cuff. A 1¾ X 1 inch wide PVC badge is stitched to the outer edge of the cuff. The cuff is designed to wrap around the front leg of a dog to provide visibility at night.

Dear Ms. Maloney: In your letter dated May 23, 2008, you requested a tariff classification ruling. As requested, your sample is being returned to you. The submitted sample is a dog cuff constructed of neoprene-covered stretch elastic, approximately 7 ½ inches long and 1 ½ inches wide. A 2 inch X 1 ½ inch wide strip of hook and loop fastener sewn onto the outer end of the cuff is designed to fasten to a 3 inch X 1 ½ inch strip of hook and loop fastener sewn to the underside.
