Northfield, IL 60093 RE: The tariff classification of Stepanate® SXS-93 (CAS 1300-72-7) from England Dear Mr. Arnson: In your letter dated June 12, 2008, you requested a tariff classification ruling for Stepanate® SXS-93 (Chemical Name – Sodium xylenesulfonate) which is used as a coupling agent for surfactants in phosphate and silicate solutions. In your letter you suggest classification in subheading 3402.11.4000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Organic surface-active agents (other than soap); surface-active preparations, washing preparations (including auxiliary washing preparations) and cleaning preparations, whether or not containing soap, other than those of heading 3401: Organic surface-active agents, whether or not put up for retail sale: Anionic: Aromatic or modified aromatic: Other. Chapter 34, Note 1(b) excludes separate chemically defined compounds which are covered by Note 1(a) to Chapter 29.
