The first submitted sample is a fabric booklet that is called the “Pozzi Collection.” It is a collection of textile fabric swatches bound together in a paperboard booklet format, used to solicit customer orders. It measures approximately 16” x 13½” x 1”. The applicable subheading for the swatch booklet will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Subheading 9811.00.60, HTSUS, provides for the free entry of articles used in the U.S. as samples only to solicit orders for products of foreign countries, provided they are valued not over $1.00 each, or are marked, torn, perforated or otherwise treated so as to render them unsuitable for sale or for use otherwise than as samples. If the swatch booklet is used for soliciting orders for foreign-made fabric, the swatch booklet will be entitled to duty free treatment under subheading 9811.00.60. The sample that is identified as “Hermosa” is a milanese-type cord that consists of three gimped strands of cord that have a narrow woven textile lip or tape sewn to it, running along its edge; the tape allows the cord to be sewn into the seam of a cushion or furniture cover. The applicable subheading for the cord item will be 5808.90.0010, HTSUS, which provides for ornamental trimmings in the piece, without embroidery, other than knitted or crocheted, of man-made fibers. The rate of duty will be 3.9% ad valorem. The sample that is identified as “Runner” is a table runner. The table runner is made from 100% polyester woven fabric. It measures approximately 14” x 72”. The ends of the runner feature plastic beads. The applicable subheading for the table runner will be 6302.53.0030, HTSUS, which provides for bed linen, table linen, toilet linen, and kitchen linen: other linen: of man-made fibers…other. The rate of duty will be 11.3% ad valorem. Items classified under subheading 5808.90.0010, HTSUS, fall within textile category designation 229. Items classified under subheading 6302.53.0030, HTSUS, fall within textile designation 666.
