The submitted sample is identified as Wired Tinsel Cord (Item Number A072YA00616). It is constructed of two iron wires twisted to hold thin PVC strips in place, creating a chenille effect. The tinsel cord measures approximately 3/8” wide x 40’ long and is wrapped around a display card. The PVC strips are under 1mm in width and thus meet the dimensional requirements of man-made fiber strips contained in Section XI, Legal Note 1(g) of the Harmonized Tariff Schedule of the United States (HTSUS). The applicable subheading for the wired tinsel cord will be 5609.00.4000, (HTSUS), which provides for “Articles of strip or the like of heading 5404 or 5405….not elsewhere specified or included: Other.” The rate of duty will be 3.9% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
