Dear Mr. Rolla: In your letter dated April 9, 2008, you requested a tariff classification ruling. A photograph and description have been submitted for a 15-drawer storage cart. The drawers are designed to store scrap booking paper and materials. The cart is composed of a metal frame designed to stand on the floor. Each of the drawers is of uniform size and made of plastic. A nameplate is attached to each drawer to identify its contents. The applicable subheading for the storage cart will be 9403.20.0030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “other furniture and parts thereof: other metal furniture: other, other.” The rate of duty will be free. Duty rates are provided for your convenience and are subject to change.
