Two representative samples were submitted with your ruling request. The subject merchandise, designated as “Halloween Candle Holder” - item number A079FA02383, consists of two decorative, three-dimensional agglomerated stone figurines, one in the shape of a skeleton and the other in the shape of a reaper. Each figurine has a 2 inch glass tealight candleholder attached to the front of the article (candle not included).
