Touhy Avenue Des Plaines, IL 60018 RE: The tariff classification of steel tubes from Japan. Dear Mr. Spowl: In your letter dated March 25, 2008 on behalf of Usui International Corp., you requested a tariff classification ruling. The items to be imported consist of single and double wind tubes produced by rolling flat rolled nonalloy steel into cylindrical shape and welding the edges. You state that the wall thickness of each tube will measure less than 1.65 mm and that the tubes will be imported in varying lengths. The single wind tubes measure 10 mm in diameter and will be zinc plated. They are subsequently coated with a polyamide primer which is followed by a coat of polypropylene. The double wind tubes will all measure 4.76 mm in diameter. Some of the double wind tubes will only be coated with polyamide. The balance of the double wind tubes will be zinc plated and coated with a polyamide primer which is followed by a coat of polypropylene. The applicable subheading for the steel tubes will be 7306.30.1000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other tubes, pipes and hollow profiles (for example, open seamed or welded, riveted or similarly closed), of iron or steel, other, welded, of circular cross section, of iron or nonalloy steel, having a wall thickness of less than 1.65 mm. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
