You have submitted descriptive literature on metal tacking strips. They are ½ inch in width with sharp points on one side. A plastic sleeve is slid on these strips along the flat surface to protect the upholstery material. The strips are cut to size depending on the loveseat or sofa they will be used on. They are dedicated as a part of furniture having no other use. The applicable subheading for the metal tacking strips will be 9401.90.5080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Parts of furniture, Other, Other”. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
