The subject product, Liquid Corn and Callus Remover consists of 17% salicylic acid in a collodion solution containing 18% alcohol, 53% ether and 12% water. It is contained in a 1/3 fl ounce (9.8 ml) bottle packaged for retail sale along with 3 non-medicated corn cushions. The applicable subheading for the Liquid Corn & Callus Remover and the non-medicated corn cushions will be 3004.90.9145, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Medicaments…consisting of mixed or unmixed products for therapeutic or prophylactic uses, put up in measured doses (including those in the form of transdermal administration systems) or in forms or packings for retail sale: Other: Other: Other: Dermatological agents and local anesthetics."
