You submitted a retail package of “Mess-Free Applicators” (item #430203), which fit over the hand, and a package of applicators that fit over the fingers only (item #430204). The applicators are composed of a non-woven textile backed with low-density polyethylene sheeting; this construction is considered a textile fabric for tariff purposes. The back of the applicator is LDPE plastic sheeting. The front and back panels are heat-sealed together at the edges.
