You will be importing a window panel (Ref: 0038). A segment of the fabric that will be used to make the panel was submitted with your request. The panel will be made from 70 percent viscose and 30 percent polyester woven fabrics. The top end of the window panel will have large brass grommets. The applicable subheading for the window panel will be 6303.99.0010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for curtains (including drapes) and interior blinds; curtain or bed valances: other: of other textile materials… of artificial fibers. The rate of duty will be 11.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The window panel falls within textile category 666. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
