The sample which you submitted is being returned as requested. You submitted a retail package of “Puppy Pads,” Style# 13140-99995-004. They are used to housebreak puppies. From our examination we have determined that the pads are made of an absorbent layer of spunbonded nonwoven textile fabric bonded to a thin plastic sheeting. Each pad measures 22.5” square. The applicable subheading for the Puppy Pads will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
