Dear Ms. Trotta: In your letter dated August 23, 2007 you requested a tariff classification ruling. Model 48506 Sophisticated Elegance Bobby Pin is a pair of silver-colored metal bobby pins. The bobby pins are flat, spring-like metal hairpins whose prongs are held close together by tension. Although the bobby pins are decorative and incorporate imitation gems, they serve a functional purpose of holding a specific portion of the user’s hair in a particular position. In that way they are analogous to hair pins. The sample will be returned to you, as requested.
