You submitted a small bag of polyester staple fibers which you describe as “15Dx51 mm,” which we take to mean 15 decitex and 51 mm length. You also describe it as regenerated, non-conjugated, white, hollow, and siliconized. After importation it will be used as stuffing for pillows and comforters. You submitted a photo of the bales in which the fibers will be imported. The applicable subheading for the polyester staple fibers will be 5503.20.0065, Harmonized Tariff Schedule of the United States (HTSUS), which provides for synthetic staple fibers, not carded, combed, or otherwise processed for spinning: of polyesters…Other…Measuring 13.2 decitex or more. The rate of duty will be 4.3% ad valorem. Duty rates are provided for your convenience and are subject to change.
