Product description
You state “Classification request on a Bicycle Saddle Sizer from Taiwan. The Bontrager (Trek Brand ) Saddle Sizer is designed to find the best fit bicycle saddle for a cyclist. The sizer is comprised primarily of plastics.” The rider being measured for a bicycle seat sits on the sizer, which contains multicolored, enclosed, deformable materials. You continue, “The matching color in both indentations corresponds to the different color sizes on Trek’s saddle packaging. This means color equals size. This is the first function of the slider in the saddle sizer. Once a saddle is selected, the slider is placed on top of the saddle while it is being installed on the bicycle. The level, which is bonded into the slider, shows the point at which the saddle is leveled and should be tightened for riding. This is the second use of the slider portion of the saddle sizer.” Harmonized System Explanatory Note I-A-6 to its 9031 includes Head contour measurers, used by hatters… HS EN I-A-10 to its 9031 includes Bubble levels.
CBP rationale
The applicable subheading for the Bicycle Saddle Sizer will be 9031.80.8085, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "other" Measuring or checking instruments, appliances and machines, not specified or included elsewhere in HTSUS Chapter 90.
