This merchandise will be imported in an individual gift box, which contains various cell phone adapters in a separate package; furthermore, it is stated that this merchandise will not be repacked after importation. Legal Note 3 to Section XVI reads, in pertinent part, as follows: “Unless the context otherwise requires, composite machines consisting of two or more machines fitted together to form a whole and other machines designed for the purpose of performing two or more complementary or alternative functions are to be classified as if consisting only of that component or as being that machine which performs the principal function.” Since this composite machine is not comprised of any machine that performs the principal function, classification will be in accordance with General Rule of Interpretation 3(c) that requires classification in the heading (in this instance, heading 8527, HTS) which occurs last in numerical order among those which equally merit consideration.
