Dear Mr. Fragomeli: In your letter dated May 10, 2007, you requested a classification ruling. The sample will be returned to you. The submitted, Style 6541902-LJUG are arm garters that are part of a mix and match punk teen costume. The arm garters are made of knit 100% polyester fabric and extend from the forearm, covering the hand to the knuckles with an opening for the thumb. The applicable subheading for Style 6541902-LJUG, arm garters will be 6116.93.8800, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Gloves, mittens and mitts, knitted or crocheted: Other: Of synthetic fibers: Other: Other: Without fourchettes." The rate of duty will be 18.6% ad valorem. The textile category is 631. Duty rates are provided for your convenience and are subject to change.
