The sample submitted, style number 7323-5158, is a woman’s waist-length jacket with a decorative printed shell composed of a woven 100% polyester fabric that is quilted to a nonwoven batting insulation. The jacket is fully ined with a woven 100% polyester fabric that has a polyurethane coating. The coating is not visible as that term is defined in the tariff, therefore HTS 6210 does not apply. The jacket has an integral hood with a fake fur ruff surrounding the outer edge, a full front opening secured by a zipper closure and an overlapping flap with six snaps that covers the front zipper area. The garment has long sleeves with ribbed-knit fabric cuffs, two front slash pockets with a one-snap closure and a ribbed-knit fabric waistband. The sample submitted, style number 7323-5158, is a woman’s waist-length jacket with a decorative printed shell composed of a woven 100% polyester fabric that is quilted to a nonwoven batting insulation. The jacket is fully ined with a woven 100% polyester fabric that has a polyurethane coating. The coating is not visible as that term is defined in the tariff, therefore HTS 6210 does not apply. The jacket has an integral hood with a fake fur ruff surrounding the outer edge, a full front opening secured by a zipper closure and an overlapping flap with six snaps that covers the front zipper area. The duty rate will be 7.1 percent ad valorem. If the jacket does not pass the water resistance test, then the applicable HTS subheading for the garment will be 6202.93.5011, which provides for other women's anoraks, windbreakers and similar articles of man-made fibers. The duty rate will be 27.7 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
