The submitted sample is identified as a “Pencil Pouch PVC” (Item #945033); the hangtag says “item No. 30047.” It measures approximately 10” x 7” and is composed of PVC and polyester; the fabric is considered textile for tariff purposes. The item has a zippered enclosure and three holes with grommets to fit into standard binders. You indicate that it comes in four assorted prints: jeans, animal, butterflies, and stripes.
