Dear Mr. Smith: In your letter dated February 22, 2007, you requested a tariff classification ruling. You submitted a cut sample, of what appears to be pickered and garneted stock (rags), which were needle punched to form a felt. This felt has been laminated with a thin plastics film on one side. Your correspondence indicates that this felt consists of a mixture of synthetic and natural fibers such as acrylic, polypropylene, polyamide, polyester, wool, cotton and viscose man-made fibers.
