Dear Mr. Leu: In your letter dated February 12, 2007, you requested a classification ruling. You submitted two representative samples, one measuring 1 15/16" wide and the other measuring 4 1/4" in width. These materials are of woven cotton construction and, according to your letter, will be imported in 25-yard lengths. According to your correspondence, this material may also be imported in 6" widths. The applicable subheading for this material in all three widths will be 5806.31.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for … other narrow woven fabrics, … of cotton. The duty rate will be 8.8 percent ad valorem. This merchandise falls within textile category 229. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise, which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes.
