Your inquiry concerns the classification of Shoe Fresheners. Samples were submitted with your ruling request and will not be returned. The subject product, SKU # 58960, consists of two pairs of Shoe Fresheners. The items are scented sachets used to absorb odors from shoes and provide a pleasant scent. The sachets, composed of 100% cotton, are filled with cedar shavings. Each sachet has a loop attached to the top. The sachets can also be used for hanging in closets or placed in dresser drawers to fragrance clothing.
