Dear Ms. Stanczak: In your letter dated February 1, 2007, you requested a classification ruling. Your submitted sample, style ELTK301C is a girls’ pullover. The article is constructed from 2 x 2 rib-knit fabric that is 74% cotton, 24% polyamide, 2% spandex. The long sleeve pullover features a scoop neck and a finished bottom. The outer surface of the garment measures 14 stitches per 2 centimeters in the direction that the stitches are formed.
