The merchandise is a set of two double swivels made of zinc (item number 57190). The swivels will be used to secure hanging plants, bird feeders and wind socks from hooks. They allow an article to swivel freely without being blown off its hook. Each double swivel measures approximately 2.5 inches long and can hold up to 110 pounds. The applicable subheading for the double swivels will be 7907.00.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of zinc, other. The rate of duty will be 3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
