Dear Ms. Park: In your letter dated December 6, 2006, you requested a tariff classification ruling. The surfboard leash, style number CAL0003, is described as a Polyurethane cord with a Velcro strap on one end to attach to a surfboard and a Velcro strap with Neoprene foam padding on the other end for attachment to a surfer’s ankle. The leash helps prevent a surfer from being separated from his surfboard while surfing. The sample will be returned at your request.
