Dear Mr. Clarke: In your letter dated November 22, 2006, you requested a tariff classification ruling on behalf of Imperial Toy Corporation. The sample merchandise consists of two plastic dog tags worn with a 17 inch metal chain necklace around the neck. The tags are designed for ages five and up and come with humorous expressions. The sample will be returned to you. The applicable subheading for the dog tags will be 9503.90.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Other toys…Other, Other.” The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
