The sample you submitted is LA14, an aluminum shade screen material. The material is made of aluminum foil knit together with polyethylene thread. It is intended to be made into covers to cool work areas in the field and cover plants in high temperatures. You mention that it will eventually be imported cut to size and shape for specific uses. In your letter, you suggest that the product be classified in heading 7606, HTS, as aluminum plates, sheets and strips; however, it has been manufactured to take on the characteristics of an article, and is excluded from that heading. The applicable subheading for the material will be 7616.99.5090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of aluminum, other. The rate of duty will be 2.5 percent ad valorem.
