Dear Ms. Trotta: In your letter dated July 18, 2006, you requested a tariff classification ruling. The submitted samples are as follows: Holiday Tube Reindeer Model #45257 consists of four plastic hair clips in assorted colors, packed in a clear plastic tube with a molded plastic reindeer head topper.
