The jacket also has a full front opening secured by a zipper closure, a stand-up collar, an overlapping flap with eight snaps that covers the front zipper area, long hemmed sleeves with a tab secured by a button closure at the wrist area, inner ribbed-knit fabric storm cuffs and two front pockets at the waist area that have a zipper closure and are covered by a flap with a snap closure. The “Element” tradename and logo are embroidered onto the left chest area. In a fax you submitted a test report from an independent laboratory certifying that the garment passed the water resistance test. The sample submitted, style number M756YWIC “Wicker Parka,” is a man’s hip-length jacket constructed of a shell composed of a woven 100% nylon fabric that has a polyurethane coating and is quilted to a nonwoven polyester batting insulation. The jacket is lined in the body with a knit fake fur fabric and in the sleeves with a woven man-made fiber fabric. The coating is not visible as that term is defined in the tariff, therefore HTS 6210 would not apply. The duty rate will be 7.1 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
