The submitted sample is a window shade. The shade is made from 100 percent cotton woven fabric with bamboo strips. It has a pull cord on one side. Through the use of plastic rings the pull cord draws up and folds the fabric shade. The applicable subheading for the window shade will be 6303.91.0020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for curtains (including drapes) and interior blinds, curtain or bed valances: other: of cotton… other. The duty rate will be 10.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The shade falls within textile category designation 369. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
