Also included are glovettes that are constructed of knit polyester fiber fabric and have an elastic band that fastens to a finger, but no separation for the thumb. Style 300793 Lady of the Night (Guy) is an adult costume set. The set consists of a knit pullover top and skirt constructed of polyester fiber fabric. The well-made pullover has multiple styling features, a well-made neck, seams and sewn on embellishment. The skirt is flimsily made. The set also contains two plastic inflatable balls that fit inside the top. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods “shall be classified as if they consisted of the material or component which gives them their essential character.” In the case of style 300815 the dress imparts the essential character of the sets. The skirt would be classified under heading 9505 HTS if imported separately. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale.
