Dear Mr. Klaus: In your letters dated May 3 and June 13, 2006, you requested a tariff classification ruling. A sample identified as “printed canvas art” was submitted for our examination. It consists of a 15½” x 19½” sheet of paper, printed with a picture of a flower, which has been permanently mounted on a wooden (medium-density fiberboard) stretcher. The picture is said to have been printed onto the paper by an offset process, which we assume to be offset lithography. The face of the printed paper has a clear plastic coating or covering that has been textured to simulate the appearance of brush-marked, painted canvas. The article, which will be supplied in sizes ranging from 8” x 8” to 27” x 27”, is intended for decorative display on a wall.
