Dear Mr. White: In your letter dated May 1, 2006, you requested a classification ruling. The sample will be returned to you as requested. The submitted sample, Styles 8285678, medium/large and 8285686 small/medium Princess Costume Set consist of a cape and crown. The well-made fully lined cape is composed of woven 100% cotton velvet fabric. The cape has faux fur trim on the collar and bottom and a cord tie at the front. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale.
