Dear Ms. Aldinger: In your letter dated May 19, 2006 you requested a classification ruling. Four samples of children’s costumes were submitted with your request. Each costume consists of a skirt, ballerina slipper, headpiece and wings. The multi-layered skirt has an elasticized waistband and is made of knit nylon net fabric. Style 946333 will be imported in styles of Larkspur, Sunflower, Petunia and Rose. General Rule of Interpretation (GRI) 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale.
