Dear Ms. Powell: In your letter dated April 24, 2006, you requested a tariff classification ruling. The submitted sample, referenced as item number 062101, consists of a red-colored cylindrical-glass pillar candleholder, which measures approximately 5 ½ inches in height with a specially designed interior base for a pillar candle (not included). This candleholder is inserted into a fitted shallow-circular metal (non-brass) receptacle that is designed for connecting this holder to a plastic base in the form of a rectangular-shaped floral tray. The applicable subheading for this pillar candleholder with floral-tray base will be 9405.50.4000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other non-electrical lamps and lighting fittings, other. The rate of duty will be 6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
