Dear Mr. Kislevitz: In your letter dated April 14, 2006, you requested a tariff classification ruling. You submitted a sample of CST-246, Mermaid, which is being returned upon your request. The Mermaid is a textile costume set that consists of a top, a skirt, a wand and a headpiece, with the skirt imparting the essential character.
