Dear Ms. Dominioni: In your letter dated February 28, 2006, you requested a tariff classification ruling. A sample of a child’s 8½” x 11” paper-covered staple-bound book entitled “Angelina Ballerina: A Really-Truly Special Day!” was submitted for our examination and is being returned to you as requested. The book contains 32 pages printed with a series of captioned black-and-white pictures meant to be colored by the user. The captioned pictures illustrate episodes representing the activities of a mouse (“Angelina”) and her friend during a particular day. Glued to the book’s front cover is a blister pack containing three tubes of glitter glue, which can be used to color/decorate the pages.
