The other item (no sample submitted) is a 50” long product of the same width, also with the ends cut on the diagonal and heat-sealed. A shorter version, 7/8” in width, is also mentioned. You indicate that the principal use of these items is for packaging/package ornamentation/decoration and that the ribbons are in usable lengths and are not to be cut again. Note 7(a) to Section XI, Harmonized Tariff Schedule of the United States (HTSUS), states in part that for the purposes of this section, the expression "made up" means cut other than into squares or rectangles. Wrights Co. The items in question are gift box ribbons. The first item is manufactured from 100 percent polyester fiber with a woven edge using a single-face satin weave.
