Dear Mr. Rivas: In your letter dated January 19, 2006, you requested a tariff classification ruling. A sample identified as a “Bratz Babyz Stationery Set” (#472977) was submitted for our examination and is being returned to you as requested. It consists of the following items put up together for retail sale in a sealed plastic package with printed header card: One 8” x 10½” notebook consisting of numerous blank, ruled sheets of white paper, spiral-bound between paperboard covers. Two 9¼” x 12” stiff, coated-paper folders with interior pockets. They are design-printed and hole-punched to fit a ring binder.
