Dear Ms. Kobs: In your letter dated January 23, 2006, you requested a classification ruling for a shoulder bag. A sample of style HB16260 has been submitted. The item is a shoulder bag wholly of a textile material that is covered with a film consisting of acrylic plastics and polyurethane glitter. The exterior surface constituent is the film of plastics. The exterior is partially decorated with small metal discs. The interior is lined with man-made textile materials and a zippered security pocket, slots for credit cards and four open pockets. The shoulder bag measures approximately 13” high and 17” wide. Your sample is being returned as requested. The applicable subheading for the for style HB16260, shoulder bag, will be 4202.22.1500, Harmonized Tariff Schedule of the United States (HTSUS), which provides in part, for handbags, with outer surface of textile materials or of sheeting of plastics, with outer surface of sheeting of plastics. The duty rate will be 16 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
