Dear Ms. Fitzgerald: In your undated letter, received by this office on November 17, 2005, you requested a classification ruling. The submitted sample is described by you as a plastic bracelet for corsages. The item is a piece of pliable plastic that is placed on the wrist and is tied with two pieces of ribbon at each end constructed of woven man-made fiber. The item is an everyday bracelet that can be worn with silk of fresh flowers tied on to the center of the bracelet with 2 more pieces of ribbon constructed of woven man-made fiber. Neither the plastic portion, classifiable under heading 3926, or the textile ribbon portion, classifiable under heading 6217, imparts the essential character to the plastic bracelet for corsages.
