Box 1138 St. Helens, OR 97051 RE: The tariff classification of a specification holder Dear Mr. Vogland: In your letter dated August 15, 2005, you requested a tariff classification ruling. The item in question is identified as a specification holder, similar to a picture frame on a metal stand that is held upright when inserted between a mattress and box spring. You state that the front is comprised of a plastic sheet that is covered with foam and fabric. It has a clear plastic sheet in the center portion, through which the mattress specifications are displayed. The back is plastic that is covered with fabric with a metal mounting bracket. You indicate that a mattress retailer would use this item to display mattress information in a showroom. The applicable subheading for the specification holder will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up textile articles, other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
